Executive Leadership
Executive Director / Agency Administrator
Executive Director - Felicia Lynn, BA, AAC, SUDPT
As the Executive Director and Governing Body, Felicia oversees the vision, mission, and ethical framework of Soundview. She is responsible for ensuring the agency operates with transparency, integrity, and alignment with Washington State Behavioral Health Agency (BHA) standards.
The Executive Director also serves as the Administrator, ensuring day-to-day operations, compliance with state and federal regulations, and the smooth delivery of services.
This includes maintaining policies and procedures, overseeing quality assurance, and ensuring Soundview meets all Washington Administrative Code (WAC) requirements for behavioral healthcare.
Clinical Leadership
Clinical Supervisor - Tracee Mullen, MS, LMHC, SUDP
Tracee provides clinical oversight for mental health and substance use disorder services. She supports clinicians through case consultation and supervision, ensures clinical documentation meets professional and state standards, and upholds client-centered, trauma-informed care across the agency.
Medical Director Jeremy Pyke, ARNP
Jeremy oversees psychiatric care, medication management practices, and clinical integration. He collaborates closely with therapists to support whole-person treatment and ensures that medication services are delivered safely, ethically, and with clear communication.

Each clinician brings their own specialized training and approach while sharing Soundview’s commitment to trauma-informed, culturally attuned, and client-centered care.
All pre-licensed clinicians work under state-required supervision, and all providers follow agency policies that ensure ethical practice, documentation accuracy, and continuity of care.
Administrative Support
Mia Lynn, BA, SUDPT provides administrative support. Together Felicia and Mia aim to provide essential support including new patient scheduling, care coordination, billing navigation, and helping clients connect with the right services.
Although much of our support happens behind the scenes, all providers are encouraged to ask questions, share ideas, and give feedback. This helps Soundview ensure these key roles are as seamless an experience as possible for clients and providers.

Soundview’s providers work as a coordinated care team, sharing information appropriately (and only with client consent) to ensure that counseling, psychiatric services, case management, and supportive coaching align with each client’s goals.
